The bill provides targeted federal tax credits to lower the upfront cost of household and business disaster‑mitigation investments and improve local resilience, but those benefits are constrained by nonrefundable rules, caps and eligibility phaseouts and impose administrative and fiscal costs that limit reach and immediacy.
Anti-Communism Week Act
Establishes an annual federal observance and presidential proclamations to commemorate victims of communist regimes and promote education, offering symbolic remembrance and increased public awareness while risking partisan use, alienation of some groups, and modest federal time/costs.
TAKE IT DOWN Act
The bill significantly strengthens federal protections, removal processes, and remedies for victims of nonconsensual intimate images (including deepfakes and minors), but does so at the cost of new compliance burdens, expanded enforcement authority, and legal uncertainties that could chill lawful speech and strain smaller platforms and some organizations.
Flight Refund Fairness Act
The bill strengthens passenger protections by setting a 7‑day refund timeline and clarifying agent/carrier responsibilities, but its effectiveness depends on carriers' timely transfers and may impose cash‑flow and administrative costs on ticket agents that could be passed to consumers.

The bill strengthens U.S. diplomatic capacity and creates a short‑term coordinated unit to counter PRC influence with initial funding and greater congressional oversight—but does so at added taxpayer cost, with risks to program continuity, bureaucratic overlap, and potential diplomatic retaliation.
FORCE Act
The bill preserves sanctions and export controls to sustain pressure on Cuba, but does so at the cost of continued economic restrictions for families and businesses and reduced executive flexibility in adjusting U.S. policy.
