Mathematical and Statistical Modeling Education Act
The bill makes a modest federal investment to expand K–12 modeling and data-science education and teacher capacity—potentially improving student skills and workforce pipelines—but does so through time-limited, competitive grants that increase federal spending, create administrative burdens, and risk uneven access or program disruption if funding is constrained or not renewed.
To direct the Joint Committee on the Library to procure a statue of Benjamin Franklin for placement in the Capitol.

Banning SPR Oil Exports to Foreign Adversaries Act
The bill improves national-security protections and clarifies federal oversight by blocking SPR sales to specified adversaries while allowing a national-security waiver, but it could reduce sale flexibility and proceeds, slow emergency releases, and raise compliance costs.
To require the collection of information on multigenerational caregiving in at least one major Federal population survey, and for other purposes.
To designate a senior official responsible for the management and oversight of all programs and activities of the Department of Defense related to the transition of members of the Armed Forces to civilian or reserve status, and for other purposes.
Access to Donor Milk Act of 2026
To amend title 10, United States Code, and the National Defense Authorization Act for Fiscal Year 1994, to codify and clarify gender neutral standards for members of certain Armed Forces, and for other purposes.
The bill broadens assignment opportunities and strengthens congressional transparency and independent review of military occupational standards, but does so at the cost of reduced service-level flexibility, added administrative burden and expense, and increased risks to operational security and personnel privacy.
Preventing Future Vintage Plastic Pipeline Tragedies Act
The bill improves identification and formal consideration of legacy Aldyl–A and other historic plastics—reducing immediate excavation disruption—while shifting assessment work onto operators and potentially limiting regulators' ability to verify safety, which could delay discovery/remediation and raise costs for utilities and ratepayers.
To direct the Secretary of Defense to establish a pilot program to provide certain members of the Armed Forces with timely and relevant information via text message, and for other purposes.
The bill improves timely, targeted outreach to military families at MCIP Okinawa—boosting access to employment, childcare, and health enrollment support—while raising privacy, notification-fatigue, and cost concerns and initially limiting benefits to a small pilot population.
Biomanufacturing Excellence Act of 2025
The bill funds a federal Center to accelerate U.S. biopharmaceutical manufacturing, workforce development, and supply resilience, trading significant taxpayer investment and risks of concentrated benefits, private IP capture, and potential defense-oriented priorities for faster domestic production and industry growth.
