This bill moves the detailed “package insert” for prescription drugs to a digital format. Drug companies could share the official prescribing information online instead of always putting paper leaflets in every package. Doctors and pharmacists must still be able to choose paper, either regularly or as needed, and companies must send it quickly at no extra cost. The Department of Health and Human Services will issue rules within a year to explain how this works and how health care professionals can request paper copies directly from manufacturers or distributors, while trying to avoid extra costs for clinics and pharmacies.
A public workshop will be held within two years to improve how this information is shown and accessed. The change takes effect for drugs entering the market on the earlier of two dates: two years after the law is enacted or when the final rules take effect.
