Referred to the Committee on the Judiciary, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill limits how federal officers and military members can act during protests and other large gatherings. It would require them to show clear ID at all times, including their agency and last name or a unique number (and rank for military), and it forbids covering up that ID. It also bans using unmarked vehicles to grab or arrest people during these operations.
Their crowd-control authority would be limited to federal property and the sidewalks or streets right next to it, unless a governor and a local leader both send a written request for help, or the Insurrection Act is invoked. Arrests made while breaking these rules would be unlawful. Agencies must also post a public notice within 24 hours of any deployment, listing when and where personnel were sent, how many, what the mission is, where detained civilians are held and by whom, and any written request for help.
