This measure would cancel an EPA rule about how oil and gas companies handle the “waste emissions charge,” including the procedures for compliance, how emissions can be netted, and when exemptions apply. In short, Congress is using its power to disapprove the rule so it would not go into effect. This would stop the EPA’s planned approach for charging and tracking certain emissions from petroleum and natural gas systems .
