This measure doesn’t change any laws by itself. It sets the rules so the House can debate and vote on two separate bills: one to set funding and staffing levels for the military and related defense programs for the next fiscal year, and another to increase penalties for people who illegally enter or reenter the United States after being removed .
What this means for most people: nothing changes right now. It simply clears the way for the House to consider those two bills. If those bills pass later, they could affect defense spending and immigration penalties, but this measure alone does not make those changes .
