Directs how the House will consider three separate measures on the floor: two joint resolutions to disapprove recent Department of Energy energy‑conservation rules for commercial refrigeration equipment and one bill changing Higher Education Act rules on foreign gifts and contracts. It waives many procedural objections, limits debate (typically to one hour for the DOE disapproval items), designates who controls that debate, allows one motion to recommit, and sets final‑passage procedures for each measure. One part also requires consideration of a specific Rules Committee substitute text and narrows which further amendments may be offered.
DETERRENT Act
Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Energy relating to "Energy Conservation Program: Energy Conservation Standards for Walk-In Coolers and Walk-In Freezers".
