This proposal aims to make emergency alerts clearer and more reliable. It directs FEMA to set up a program that gives state, local, and Tribal officials money and expert help to run regular, real-world tests and drills of their alert systems. Support can include training, sample message templates based on research, clear roles and procedures, common ways to measure what works, and testing that phones, TV, radio, and other tools work together. It also supports public education so people know how alerts work and how to respond.
FEMA must create a plan within one year and start annual reports two years after the law takes effect, tracking how often communities practice, how many people are covered, public feedback, and opt-out rates. The program lasts 10 years and includes $30 million per year from 2025 through 2035. It does not force any community to use a specific alert system.
