Requires the Small Business Administration to direct its Office of Disaster Recovery and Resilience to take steps so people in rural areas affected by a disaster declaration can fully access SBA disaster assistance, including targeted outreach and marketing, with those steps in place within one year of enactment. Makes a technical amendment to the Small Business Act by renumbering a paragraph that relates to the statute of limitations.
