This bill tells the U.S. Forest Service to allow a U.S. flag to be placed and maintained on a flagpole at Kyhv Peak Lookout Point in Utah. The agency must issue a special use permit for 10 years within 180 days. First priority goes to Robert S. Collins of Provo; if he declines, a local Utah County individual, nonprofit, or volunteer group can apply. The Forest Service can set rules to keep the site safe and cared for, and it can allow reasonable access to reach the flagpole. No land use fees will be charged for this permit, and normal environmental review rules do not apply to putting in, maintaining, or removing this flagpole at this site .
When the 10-year term ends (or if the holder asks to end it early), the permit must be renewed or reissued for another 10 years, as long as the rules are being followed. If the holder breaks the permit’s conditions, the Forest Service can end it early. The agency must post notice about any available permit on its website and in a local Utah County newspaper. A permit holder cannot take money or gifts for naming a successor to the permit .
