Adds fentanyl-related substances and any material containing them to Schedule I of the Controlled Substances Act. The change defines "fentanyl-related substance" by listing specific structural chemical modifications that make a compound fall under the new rule, and it applies immediately (effective one day after enactment). The result is that those substances will be treated as Schedule I drugs for possession, manufacture, distribution, and prosecution purposes. The change affects law enforcement and prosecutors, people who use or sell illicit fentanyl analogs, and researchers or manufacturers who work with fentanyl-like compounds because Schedule I status imposes strict controls and licensing requirements.
