Requires the Department of Veterans Affairs to add automated call-management features to certain VA customer service phone lines within one year. Each covered line must tell callers the expected wait time and automatically offer a callback when the anticipated wait exceeds 10 minutes; the Secretary must also issue guidance to reduce average wait times to no more than 10 minutes.
