This proposal would make colleges and universities that use federal student aid tell admitted students what to expect for tuition and fees over time. Each admitted student must get either a multi‑year tuition and fee schedule, or a one‑year schedule plus a nonbinding estimate of what their total costs will be over multiple years after financial aid is applied. The multi‑year info must show costs for each year of a normal program and can include expected increases or decreases. If a school gives the one‑year option, it must also share how past estimates compared to actual costs, on average, so students can see how accurate the estimates have been.
There’s a safety valve: the Education Department can waive these rules if a school faces severe economic trouble or big cuts in state or federal aid. The requirements would start 120 days after the law is enacted.
