The bill increases GAO scrutiny and congressional oversight of VA medical funding—potentially improving transparency and accountability for veterans and lawmakers—while imposing modest additional federal costs and reporting burdens that may divert staff time from operations.
Veterans and taxpayers will get more accountable and transparent VA medical funding because GAO reviews and reporting require clearer justification of the VA's Medical Services, Support, Facilities, and Community Care budget requests.
Congressional veterans' committees and lawmakers will have better-timed, more relevant oversight information because GAO must consult with those committees on report timing and scope.
Veterans and other VA service recipients could face reduced attention to program operations because VA and GAO staff time may be diverted to producing repeated reports.
Taxpayers will incur additional oversight costs for GAO reviews during FY2026–2028 to produce the required reports.

Requires the Government Accountability Office (GAO) to review the Department of Veterans Affairs’ medical care budget requests that appear in the President’s annual budget for fiscal years 2026, 2027, and 2028 and to report the results to specified congressional committees. Also establishes the Act’s short title. The GAO must examine the Veterans Health Administration medical care accounts as presented in the President’s budget and submit one or more reports to the Senate and House Committees on Veterans’ Affairs, Appropriations, and the Budget; the timing and scope of reports will be set after consultation between GAO and the Veterans’ Affairs committees.
