The bill improves oversight and transparency of VA medical funding through GAO reviews—helping Congress and taxpayers make more informed decisions—but it adds administrative burden and creates risks of delayed appropriations or funding cuts that could harm veterans' services.
Veterans and VA health-system users will likely get more accountable and better-informed VA medical funding decisions because GAO will review VA medical care budget requests for FY2026–2028, giving Congress improved oversight.
Taxpayers may benefit from improved transparency and potential cost savings if GAO reports identify inefficiencies or funding gaps in VA medical accounts that Congress can address.
Congressional appropriations committees and state/local governments gain better information to support appropriation decisions for VA health accounts across three fiscal years.
Veterans could face cuts or reduced services if GAO reports prompt recommendations that lead Congress to reduce funding for certain VA medical accounts.
Mandated GAO reviews may delay congressional budget actions if committees wait for the reports before finalizing appropriations, postponing funding decisions affecting veterans and taxpayers.
The provision creates additional reporting workload for GAO and VA staff, consuming federal staff time and resources.

Requires the Government Accountability Office (Comptroller General) to review the Department of Veterans Affairs medical care accounts included in the President’s budget and to submit findings to Congressional Veterans’ Affairs, Appropriations, and Budget committees for fiscal years 2026, 2027, and 2028. Also establishes a short title for the Act. The Comptroller General must consult with the Veterans’ Affairs committees about timing and scope of the reviews, and the statute specifies which VA medical care accounts are covered.
