Requires that Members of Congress have their pay withheld for each day a federal government shutdown is in effect. Until the new pay-reduction rule fully takes effect (with a key date tied to the November 2026 general election), withheld pay must be placed in an escrow account and only released at the pay reduction effective date. The Secretary of the Treasury is directed to assist congressional payroll offices with implementing these rules.
