To amend the Internal Revenue Code of 1986 to impose an annual tax on the net value of assets held by a taxpayer, and for other purposes.

To amend the Internal Revenue Code of 1986 to allow a credit against income tax for the purchase of hearing aids.

Acknowledging oppression, forced eviction, and suffering experienced by tens of thousands of Bhutanese citizens during the late 1980s and early 1990s, and encouraging steps toward justice, reconciliation, and lasting peace.
