Requires States to report and publish each year any Medicaid payments made from Federal funds to abortion providers, and requires the HHS Secretary to collect those State reports, send a compiled report to Congress, and publish a public summary. State reports must list amounts and purposes of payments, compare to prior years, and include counts of abortions with gestational age and abortion method; the text also defines key terms and makes conforming changes to the Social Security Act.
