Requires covered Federal officials who have custody of people to obtain or provide immediate medical attention when those people show signs of medical distress. It creates definitions of covered officials and medical distress, sets training and confidential complaint requirements for agencies, requires Inspector General investigations and referrals for prosecution when officials negligently fail to act, and allows State attorneys general to bring civil suits for violations.
