Adds a 10-cent additional per-meal reimbursement for meals served through family and group day care homes under the Richard B. Russell National School Lunch Act, and updates related payment rules and cross-references for sponsoring organizations. It also fixes a typographical error and clarifies that the new reimbursement applies to payments made to certain day care home sponsoring organizations; the 10-cent rate is subject to adjustment under the Act’s existing adjustment rule.
Add a new paragraph (7) to subsection (c) of Section 17 establishing an "Additional reimbursement": beginning on the first day of the first month that begins after the date of enactment, each meal and supplement served under this section shall receive an additional reimbursement of 10 cents (as adjusted pursuant to section 11(a)).
Amend subsection (c) by modifying paragraphs (1), (2), and (3) "in each of paragraphs (1), (2), and (3), by inserting after each place it appears" (text of the insertion not shown in excerpt).
Correct a typographical error in subsection (o)(3)(A): change "consulation" to "consultation" in the first sentence.
Amend subsection (r)(4)(B)(ii) by striking the reference to "subsection (c)(3)" and inserting a reference to "paragraphs (3) and (7) of subsection (c)" so that the cross-reference includes the new paragraph (7).
Require that the additional reimbursement amount created by subsection (c)(7) also apply to reimbursements of meals and supplements under Section 17(f)(3)(A)(ii) for family or group day care home sponsoring organizations (added as subclause (IV)).
Primary affected parties are family and group day care home sponsoring organizations that administer meals under the child care meal program; they will receive an additional $0.10 for each qualifying meal served, which increases their per-meal revenue and can help cover administrative or food costs. Children served in family and group day care homes may indirectly benefit if sponsors pass through increased support to home providers or improve meal quality/availability. State agencies and program administrators will need to update payment systems and guidance to incorporate the new reimbursement and the updated cross-references. The change is narrowly focused: it does not alter eligibility or program rules beyond payment mechanics. The fiscal cost is proportional to the number of meals served and will vary over time since the added amount is subject to statutory adjustment.
