Amends section 1142(b) by inserting text in paragraph (5) and striking paragraph (11) and replacing it with new paragraph (11) requiring information concerning mental health (subparagraphs (A)–(G)).
Amends section 6320(b)(1) by redesignating subparagraphs (G) and (H) as (I) and (J), and inserting new subparagraphs (G) and (H).
Requires the Department of Defense’s Transition Assistance Program to include information and counseling on mental health, suicide risk, substance abuse, and stresses tied to separating from military service. Directs the Department of Veterans Affairs’ Solid Start outreach to help eligible veterans enroll in VA patient enrollment and to provide education about VHA mental-health services and counseling. The Secretaries of Defense and Veterans Affairs must jointly report to specified congressional committees within one year describing implementation.
