Amends section 1142(b) of title 10 by inserting text into paragraph (5) and replacing paragraph (11) with a new paragraph (11) requiring information concerning mental health be included in the Transition Assistance Program, specifying topics such as availability of mental health services (including those furnished by the Secretary of Defense and the Secretary of Veterans Affairs and non-profit entities), treatment for PTSD, TBI, anxiety, depression, chronic pain, sleep disorders, suicidal ideation, risk of suicide and its risk factors, substance abuse treatment options, and stressors associated with separation from the armed forces.
Amends section 6320(b)(1) of title 38 by redesignating existing subparagraphs (G) and (H) as (I) and (J), and inserting new subparagraphs (G) and (H). The new subparagraph (G) assists eligible veterans who elect to enroll in the VA patient enrollment system under section 1705(a); new subparagraph (H) requires educating veterans about mental health and counseling services available through the Veterans Health Administration.
Referred to the Committee on Armed Services, and in addition to the Committee on Veterans' Affairs, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.

Requires the Department of Defense Transition Assistance Program (TAP) and the Department of Veterans Affairs Solid Start program to add and emphasize mental health information and support for transitioning service members and new veterans. TAP materials must cover topics such as PTSD, suicide risk, substance use, and separation stressors; Solid Start must help veterans enroll in VA patient enrollment and learn about VA mental health and counseling services. The Secretaries of Defense and Veterans Affairs must jointly report to Congress within one year describing the materials developed under these changes.
