This bill would remove the President’s power to take emergency control of the District of Columbia’s police. It does this by deleting section 740 of the D.C. Home Rule Act and updating that Act’s table of contents accordingly. In practice, this means D.C. leaders—not the President—would keep control of the Metropolitan Police Department, even during emergencies .
