Amends the Individuals with Disabilities Education Act to require local educational agencies (LEAs) to notify parents, before the first IEP team meeting each school year, that they may invite other individuals with knowledge or special expertise about their child to participate on the IEP team (including related service personnel as appropriate). The rest of the bill mainly renumbers and reorganizes existing statutory subclauses without changing substantive categories of IEP team membership.
