Creates a coordinated U.S. strategy to stop illegal, unreported, and unregulated (IUU) fishing and seafood produced with forced labor by building foreign fisheries capacity, identifying and blocking seafood imports tied to forced labor, creating a public IUU vessel list, authorizing Treasury sanctions and enforcement tools, and requiring new studies, data‑sharing plans, and Coast Guard surveillance and reporting. It directs agencies to publish strategies and rules, funds a National Academies study, and requires an interagency report on data collection and supply‑chain controls within three years.
