This bill would help other countries build better storage and shipping systems so U.S. farm goods don’t spoil and can be sold abroad. It tells USDA’s Foreign Agricultural Service (the part of USDA that works on exports) to work with trade groups to provide needs assessments, training, and other technical help to improve “cold chain” refrigeration and ports in new and developing markets. The goal is to keep food from being damaged or lost because of weak infrastructure overseas . Congress notes that poor cold chains in developing markets lead to big losses of fresh and frozen foods and hurt U.S. exports, and that stronger infrastructure can cut food waste and improve nutrition.
