Directs the Secretary of Agriculture and the U.S. Forest Service to develop and carry out a strategy to expand use of livestock grazing on Federal lands as a tool to reduce wildfire risk. The plan must speed environmental reviews where appropriate, expand temporary permits and targeted grazing, allow use of vacant allotments during declared disasters, and include grazing as a postfire recovery option while relying on the legal authorities in the bill.
The strategy focuses on practical steps (permit changes, NEPA completion, targeted grazing techniques, and postfire grazing) and requires coordination with grazing permit holders and Forest Service managers. It emphasizes using existing legal authorities to implement actions quickly during disasters and for fuels-reduction work.
Referred to the Committee on Agriculture, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
