Amends the Head Start Act to change Early Head Start teacher qualification language by removing fixed date deadlines and instead requiring that each classroom have at least one teacher meeting the statutory qualification standard. It adds a requirement that other classroom teachers work toward a minimum credential (at least a Child Development Associate) and receive mentoring while they pursue that credential. The amendment also makes small grammatical adjustments and a technical paragraph redesignation.
