Requires the U.S. Department of Agriculture to immediately carry out previously signed agreements and contracts that were frozen, and to pay any past‑due amounts owed under them. It blocks USDA from cancelling signed contracts unless the other party actually violated the contract.

Also requires USDA to give Congress written notice with justification at least 60 days before closing certain local USDA offices, adding transparency and lead time for affected communities.
