Amends the Immigration and Nationality Act to let most noncitizens in removal proceedings ask for their hearing to be held by video or telephone; unless the person is in the custody of the Secretary, an immigration judge must grant a requested virtual proceeding and take steps to prevent prejudice to the noncitizen. The change makes virtual hearings the presumptive option when requested, while preserving a judge’s duty to ensure fairness (for example, access to counsel, interpreters, and the ability to present evidence).
