The bill officially honors and preserves the Freedom Riders' legacy and enables the Mint to sell commemorative duplicates funded through the Mint Fund—providing symbolic recognition and educational benefits with limited fiscal self‑funding but no substantive policy changes and modest pricing and fiscal risks for buyers and the Mint Fund.

Constitutional Accountability Act
The bill strengthens accountability by expanding private remedies against police, employers, and governments—improving victims' chances of compensation and encouraging reform—but does so at the cost of greater liability for governments and contractors, more litigation and potential court congestion, and possible adverse effects on policing practices and public services.
Bivens Act of 2025
This amendment to §1983 could strengthen and clarify remedies for some civil-rights plaintiffs and give governments clearer rules, but it also risks narrowing protections for others, raising litigation costs, and creating short-term legal uncertainty because it takes effect immediately.
FAIR Act of 2025
The bill restores broad access to courts and collective remedies for workers, consumers, civil-rights plaintiffs, and small businesses—strengthening enforcement and deterrence—but increases litigation exposure and costs for defendants, may slow some disputes, and could reduce transparency or leave some arbitration-driven barriers in place depending on implementation.
RAP Act of 2025
The bill increases protections for artistic expression and strengthens procedural safeguards to keep prejudicial creative content from juries, but does so at the cost of higher burdens for admitting evidence, potential loss of probative context, more pretrial hearings, and legal uncertainty about what counts as artistic expression.
Supreme Court Tenure Establishment and Retirement Modernization Act of 2025
The bill trades greater predictability, regularized turnover, and mechanisms to keep the Court operational for increased legal and legitimacy risks, reduced judicial continuity, and pressures that could politicize or hasten confirmations.
Supreme Court Ethics, Recusal, and Transparency Act of 2025
The bill substantially increases transparency, standardized ethics rules, and enforceable recusal and disclosure processes to reduce conflicts of interest in the federal judiciary—but it does so at the cost of new administrative burdens, taxpayer-funded compliance and oversight expenses, privacy and reputational risks for judges and donors, and the potential for politicized or litigious use of the new procedures.
Stronger Communities through Better Transit Act
The bill substantially increases federal operating support and higher federal shares to expand and stabilize transit service—especially for low-income, rural, and tribal communities—but does so at significant federal cost while adding compliance requirements and match/penalty rules that could strain some local agencies and taxpayers.
TRUST Act
The bill strengthens judicial accountability and transparency by allowing misconduct investigations to continue after a judge leaves office, at the cost of added administrative/resource burdens and the risk of reputational impacts on individuals or estates where disciplinary remedies are no longer available.
