Adds a new subparagraph (E) to 42 U.S.C. 7545(o)(9) that (i) prohibits the Administrator from reallocating any renewable fuel obligation applicable to a small refinery that has an extension of an exemption under subparagraph (B), and (ii) requires the Administrator to include gasoline or diesel refined by such a small refinery owned or operated by a person in that person's total volume of gasoline or diesel for purposes of determining renewable fuel obligations.
