Introduced on July 28, 2025 by Lisa Blunt Rochester
Read twice and referred to the Committee on Health, Education, Labor, and Pensions.
This bill protects the independence of the Advisory Committee on Immunization Practices (ACIP). It says the Health and Human Services Secretary can remove ACIP members only for specific reasons—like poor performance, not doing their job, or serious wrongdoing—and only after giving notice and a chance to be heard. If a member is removed, the Secretary must explain why within one day, and make that explanation public. These rules don’t change any job protections the person has as a federal employee; they only apply to their role on the committee .
The bill also orders an immediate return to the ACIP membership as it was on June 8, 2025, with those members finishing the rest of their terms. After that, when a seat opens, the Secretary must choose a new member from a list recommended by the Comptroller General. These steps aim to keep vaccine advice stable and free from sudden, unfair changes .
