Adds a new subtitle at the end of Title III of the Help America Vote Act of 2002 (52 U.S.C. 21081 et seq.). The section heading indicates the new subtitle requires ranked choice voting for election of Senators and Representatives.
Amends section 401 of the Help America Vote Act of 2002 (52 U.S.C. 21111) by replacing a cross-reference to specific sections with a reference to the entirety of Title III.
