Creates an HHS-led Advisory Council to Support Victims of Gun Violence to study victims’ needs, collect and share best practices, seek public input, and report findings to Congress. The council’s membership is specified, it must deliver a report within 180 days and a follow-up after two years, is exempt from the Federal Advisory Committee Act, has a five-year sunset, and the law does not authorize any new funding.
