Requires the Department of Veterans Affairs to pay dependency and indemnity compensation (DIC) to a veteran’s surviving spouse, children, or parents when the veteran had a service‑connected mental disorder and dies by suicide. It removes doubt about eligibility by clearly tying DIC to suicides in cases where VA determines the veteran’s mental health condition was service‑connected, making it easier and faster for families to receive survivor benefits.
Amend Section 1310(a) of title 38, United States Code by inserting new text (adds a new paragraph (2)).
The Secretary shall pay dependency and indemnity compensation (DIC) to the surviving spouse, children, and parents of a veteran when the Secretary determines both that the veteran had a mental disorder that is a service-connected disability and that the veteran died by suicide.
Defines the two conditions the Secretary must determine for payment: (A) the veteran has a mental disorder that is a service-connected disability; and (B) the veteran dies by suicide.
