Limits when the Department of Veterans Affairs can pay "critical skill" pay incentives to Senior Executive Service (SES) and similar senior-level employees. It generally bars those incentives for positions located in the VA Central Office (including the Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration), creates an exceptions process, requires an annual report to the Veterans’ Affairs committees of Congress, and adds a definition for "Senior Executive Service position."
