Requires that preseparation counseling provided to service members as part of the Transition Assistance Program (TAP) include a standardized, VA-approved presentation that promotes veterans' benefits and explains how veterans service organizations (VSOs) can help file claims. The presentation must be no longer than one hour, may include participation by authorized VSO representatives, may not encourage joining a particular VSO, and must be reviewed by the VA in coordination with VSOs before use. The VA must also submit an annual report listing participating VSOs, attendance counts, and any recommended changes.
