Provides temporary pay and payment rules for a government funding lapse beginning October 1, 2025: it makes Treasury funds available for fiscal year 2026 to pay covered federal employees, certain contract personnel, and service members their regular pay and benefits, and requires agencies to adjust contracts to reimburse contractors for documented costs caused by the lapse. It also bars agencies from cutting staff or placing employees on extended administrative leave during a covered lapse and is effective retroactively to September 30, 2025.
