Provides emergency pay and stops certain workforce cuts for covered federal employees if a lapse in appropriations begins October 1, 2025. It lets agency heads obtain from the Treasury the sums needed in fiscal year 2026 to pay regular pay, allowances, and benefits for covered employees, with those outlays charged to the appropriate future appropriations and the law treated as effective September 30, 2025.
Also prohibits using funds to carry out reductions in force or to keep an employee on administrative leave more than 10 work days in a year during the covered lapse, while preserving existing rules on voluntary separation payments.
