Requires projects financed under the WIFIA subtitle to carry construction payment and performance security. Agencies administering the program must ensure bonds or comparable protections are in place, may rely on adequate State or local requirements, and must apply the federal bonding rule at 40 U.S.C. 3131(b) when State/local rules do not apply or are insufficient.
Referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
