Amend the Public Health Service to require the Secretary to award grants, contracts, or cooperative agreements to eligible entities to establish, maintain, or improve activities related to the detection and monitoring of infectious diseases through wastewater for public health emergency preparedness and response purposes, and for other purposes.

Establish an alternative use of certain Federal education funds when in-person instruction is not available.

Directing the Committee on Ethics to preserve and publicly release records of the Committee's review of violations or alleged violations of clause 9 (as it pertains to acts of sexual harassment) and clause 18 of rule XXIII of the Rules of the House of Representatives.

To amend the Child Care and Development Block Grant Act of 1990 to sustain sanctions against noncompliant State under such Act.
