Adds section 44815 to chapter 448 of title 49, U.S. Code, establishing a provision on a small unmanned aircraft pilot program for law enforcement and public safety (including prohibition reaffirmation, pilot program requirements, rulemaking, manufacturing requirement, and definitions).
Amends the analysis for title 49 by adding at the end an entry for chapter 448.

Creates a short-term FAA pilot program to test the use of nonlethal “deescalation” drones by Federal, State, local, and Tribal law enforcement during active shooter events. The program explicitly keeps armed (dangerous‑weapon) drones banned, requires the drones used in the program be U.S. manufactured, directs the FAA to work with existing test ranges and consult stakeholders, and requires reports and a rulemaking after the pilot ends.
