Allows certain religious-worker nonimmigrants (R visa holders) who are waiting for immigrant visas as special immigrants (the EB‑4 religious worker category) to keep or regain R status while their green card (adjustment of status or immigrant visa) applications are pending even if they have reached ordinary R extensions or previously left the U.S. because of a five‑year R limit. It also adjusts related statutory cross-references to preserve limited job flexibility for long‑delayed religious-worker applicants.
