Creates a new temporary nonimmigrant worker category for people who perform essential jobs for traveling carnivals, circuses, and similar mobile entertainment providers. It specifies which types of work qualify, requires employers to follow existing Department of Labor program rules, and directs DHS and DOL to publish and finalize implementing regulations within set deadlines.
The change allows carnival and circus operators to hire foreign temporary workers under a defined federal framework while requiring the agencies to write rules to implement the program and enforce labor protections already used in similar temporary worker programs.
