Recognizes a worsening suicide crisis among Black youth, highlights data showing rising suicide attempts and deaths, and urges the federal government to act on recommendations from the report "Ring the Alarm." It encourages community mental-health education, greater funding and support for programs serving Black youth, and specifically supports keeping the Substance Abuse and Mental Health Services Administration (SAMHSA) as an independent agency rather than merging it into a new administration.
