Extends and reshapes federal health coverage rules: it temporarily limits enhanced premium tax credits after 2025, tightens fraud controls and penalties for agents, brokers, and marketing groups in the Health Insurance Marketplaces, and directs an extended open enrollment period for plan year 2026. It also creates stronger oversight and reporting requirements for pharmacy benefit managers (PBMs) in Medicare drug plans beginning in 2029 and establishes fast‑track floor procedures to accelerate consideration of a narrowly focused premium tax credit reform bill.
Referred to the Committee on Energy and Commerce, and in addition to the Committees on Ways and Means, and Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
