Directs the President to remove U.S. Armed Forces from any hostilities against a presidentially designated terrorist organization in the Western Hemisphere unless Congress has declared war or has specifically authorized the use of military force. The direction is issued under the War Powers Resolution and therefore takes effect upon enactment, constraining the Executive Branch’s ability to continue military operations against such designated groups without congressional authorization.
