Provides money so federal agencies can pay people who missed pay during a lapse in appropriations that began October 1, 2025. It covers federal employees, certain contractors, and members of the Armed Forces, requires agencies to make standard compensation payments promptly (no later than 7 days after the law is enacted), and limits how the funds may be used. The law takes effect retroactively as if enacted on September 30, 2025.
