Adds a new paragraph (4) to 18 U.S.C. 922(z) making it unlawful for any person to offer a firearm for sale unless the person offers for sale a secure gun storage or safety device that is compatible with the firearm.
Adds a new paragraph (3) to 18 U.S.C. 924(p) authorizing the Attorney General, after notice and opportunity for hearing, to assess a civil penalty of not more than $1,000 for each violation of 922(z)(4) by persons who are not licensed importers, manufacturers, or dealers.
Conforming amendments to 18 U.S.C. 924(p)(1): modifies the paragraph heading (text not specified in section) and in subparagraph (A) strikes the word 'Secretary' and inserts 'Attorney General'.
Amends 18 U.S.C. 921(a)(34)(C) by inserting text before the terminal period of the provision.
This bill aims to reduce accidental shootings and theft by making gun locks standard with gun sales. It says anyone who sells or gives a gun to someone else must include a gun lock that fits that gun. It also makes it illegal to offer a gun for sale unless you also offer a matching safety device for that gun.
If someone who is not a federally licensed dealer sells a gun without offering a compatible safety device, they can face a civil fine of up to $1,000. Money from these fines is encouraged to be used to give out free or low‑cost locks and to run public awareness campaigns about safe storage.
