Designates and supports observing “Black Music Month” and asks Americans to recognize, celebrate, and elevate the contributions of Black musicians and Black music to U.S. culture. It affirms the historical influence of Black music across genres, ties music to the struggle for freedom and civil rights, recalls the 1979 recognition of African‑American Music History Month, and calls for public activities and programs to honor this legacy.
The resolution is ceremonial and nonbinding: it expresses the House’s support and encourages actions (educational programming, community events, media features, preservation, and artist support) but does not create new programs, spending, or legal requirements.
